PHMSA hazmat registration
Companies that offer or transport the hazardous materials listed in 49 CFR 107.601 must register with PHMSA each registration year (July 1 to June 30). New registrations, renewals, back years and amendments are prepared and submitted for you for $129 filing service + the PHMSA fee (paid to PHMSA, shown as its own line). The certificate and registration number are emailed to you.

Example: a small business registering for one year pays $129 + $275 = $404. Back years use PHMSA's per-year fee ($250 small business or not-for-profit, $2,575 other) plus $25 per registration statement; one statement covers up to three consecutive years. Amendments have no PHMSA fee line.

Who needs it
Under 49 CFR 107.601(a), you must register if you offer for transportation, or transport, any of:
- AA highway route-controlled quantity of a Class 7 (radioactive) material
- BMore than 25 kg (55 lb) of a Division 1.1, 1.2 or 1.3 explosive in a motor vehicle, rail car or freight container
- CMore than 1 L (1.06 qt) per package of a Hazard Zone A material that is poisonous by inhalation
- DA hazardous material in bulk packaging with a capacity of at least 3,500 gallons (liquids or gases) or more than 468 cubic feet (solids)
- EA non-bulk shipment of 5,000 lb gross weight or more of one class of hazardous material for which placarding is required
- FAny quantity of hazardous material that requires placarding (except farmers transporting in direct support of their own farming operations)
Four filing types
- New registration
- First registration with PHMSA, for 2026–2027 or up to three years at once.
- Renewal
- Renew an existing registration for 2026–2027, or up to three years at once.
- Back years (prior registration years)
- Register for prior years (2014–2015 through 2025–2026) in which your company did regulated activity.
- Amendment
- Update the name, address or other details on an existing registration. No PHMSA fee line.

What the order form asks for
- Filing type and registration year(s)
- USDOT number (motor carriers), MC/MX number if you have one, and your PHMSA registration number for renewals and amendments
- Legal name, DBA, principal place of business and mailing address
- A contact name, email and phone
- Your 6-digit NAICS code and size category (see the SBA size standards)
- Which 107.601(a) categories apply, modes (highway, rail, air, water), offeror and/or carrier, and the states you were active in last calendar year
- A U.S. agent for service of process if your company is not based in the U.S.
What you receive, and when
The PHMSA registration certificate and your registration number, by email. PHMSA issues the certificate once payment is verified; PHMSA sets that timing. Keep a copy of the certificate, or a document showing your U.S. DOT Hazmat Reg. No., on each truck or truck tractor; motor carriers may carry it in electronic form.

Who has to register with PHMSA?
Under 49 CFR 107.601(a), a company that offers for transportation or transports any of these must register: a highway route-controlled quantity of Class 7 material; more than 25 kg (55 lb) of a Division 1.1, 1.2 or 1.3 explosive in a motor vehicle, rail car or freight container; more than 1 L (1.06 qt) per package of a Hazard Zone A poison-by-inhalation material; hazardous material in bulk packaging of at least 3,500 gallons (liquids or gases) or more than 468 cubic feet (solids); a non-bulk shipment of 5,000 lb gross or more of one class that requires placarding; or any quantity that requires placarding. A farmer transporting in direct support of their own farming operations is excluded from the last category (107.601(b)).
How much does it cost?
The filing service is $129. The PHMSA fee is separate, paid to PHMSA and shown as its own line at checkout. For 2026–2027 PHMSA lists $275 for a small business or not-for-profit and $2,600 for everyone else, including a $25 processing fee. Example: a small business registering for one year pays $129 + $275 = $404.
What counts as a small business?
PHMSA uses the SBA size standard for your NAICS code. A not-for-profit organization exempt under 26 U.S.C. 501(a) pays the same fee as a small business. PHMSA no longer issues partial refunds starting with 2026-2027, so the size category needs to be right before payment.
When does the registration year run, and when is it due?
A registration year begins on July 1 and ends on June 30 of the following year. The statement is due not later than June 30 for each registration year (49 CFR 107.608(a)). The current year is 2026–2027; early registration for it opened June 1, 2026.
Can I register for more than one year at a time?
Yes. One registration statement can cover up to three registration years (49 CFR 107.616(c)), and PHMSA charges a $25 processing fee per statement. That is why three years for a small business is $775 rather than three times $275.
My company missed prior years. Can those be filed?
Yes. PHMSA says companies that have not registered for previous years in which they engaged in activities that required registration must register for those years and pay the appropriate fee. Back years from 2014–2015 through 2025–2026 can be ordered here; activity is reported for the calendar year before each registration period. For years before 2014–2015, contact us first.
How do I update my name or address?
File an amendment. PHMSA requires name and address changes to be filed within 30 days (49 CFR 107.608(c)) and says amendments are reviewed and validated, usually within two working days. PHMSA lists no amendment fee, so an amendment order has no PHMSA fee line.
What do I keep in the truck?
A copy of the registration certificate, or another document showing the U.S. DOT Hazmat Reg. No., on each truck and truck tractor (49 CFR 107.620(b)). Under the final rule published August 4, 2026 (effective September 3, 2026), motor carriers may carry it in electronic form.
Do I need a U.S. agent?
Only if your company is not based in the United States. Non-U.S. registrants must name a U.S. agent for service of process (49 CFR 107.608(e)); the order form asks for the agent when you enter a non-U.S. address.
